How Hong Kong Is Scaling Tokenised Bond Markets Through Regulatory Collaboration

Hong Kong is taking a smart step forward in the fast-evolving world of digital finance. By forming a Tokenised Bond Expert Group, the Hong Kong Monetary Authority (HKMA) is building on its successful pilots to make tokenised bonds a practical, scalable reality for the market. This move positions Hong Kong as a leader in blending traditional finance with blockchain technology. What follows is a clear case for why this initiative deserves strong support and how it can deliver real benefits for investors, issuers, and the economy.



Tokenised bonds bring clear efficiency gains. Traditional bond issuance and trading involve multiple intermediaries, paperwork, and slower settlement times. Tokenisation on the blockchain can automate processes, shorten settlement cycles, reduce costs, and enable fractional ownership, thereby opening the door to more investors. HKMA’s own research and past projects show reductions in underwriting fees and borrowing costs compared to conventional bonds. This matters for government, corporate, and green bond issuers who can raise funds more cheaply and reach a broader base of investors.


The Expert Group approach is practical and collaborative. It brings together banks like HSBC and Standard Chartered, law firms, industry associations, and tech providers to tackle real barriers, especially the legal and regulatory questions around issuance and trading. Earlier discussions have already focused on Hong Kong’s existing framework and potential improvements. This industry input helps create rules that work in practice, not just on paper, while maintaining strong safeguards. It builds directly on Hong Kong’s previously proven successes in terms of the world’s first tokenised government green bond in 2023, multi-currency digital bonds, and large-scale issuances that integrated tokenised central bank money.


Finally, this fits Hong Kong’s bigger fintech and stablecoin momentum. With licensed stablecoin issuers now active and initiatives like Project Ensemble exploring tokenisation of assets, tokenised bonds strengthen the ecosystem. They can improve liquidity, transparency through immutable records, and even support 24/7 trading potential. In a competitive global landscape, Hong Kong’s steps including the Digital Bond Grant Scheme and knowledge platforms help attract capital and reinforce its role as an international financial centre.


These elements come together seamlessly, i.e., efficiency lowers barriers, collaboration through an expert group ensures smart and robust rules, and alignment with existing progress accelerates real-world adoption.


Hong Kong should keep this positive momentum going. Policymakers and the Expert Group must move quickly to announce targeted legal and regulatory enhancements that ease private-sector participation while upholding investor protection and financial stability. Expanding the Digital Bond Grant Scheme and sharing clear guidelines will encourage more issuers to test and scale tokenised products.


Continued engagement with global partners and regular public updates on the Expert Group’s work will build confidence and attract international interest. By turning today’s expert discussions into tomorrow’s regulatory frameworks and norm, Hong Kong can make tokenised bonds a cornerstone of its financial future by delivering lower costs, better access, and innovation that benefits everyone. This is a strong foundation worth supporting and expanding.
